The technical institute down in Invercargill is the cheapest - but I do not know if they offer a MBA.

The polytechnic in Invercargill is definitely worth considering if they offer the courses you want. Zero fees at the polytech and Invercargill is a cheap city to live in for rents etc.

University of Waikato specializes in Business. But otherwise you gotta remember that there aren't exactly cheap universities out there. Get a job or something or do you research.
